Lasting Bonds: Where We Come From - Unable to complete

I am unable to turn in the bandolier to Efi. But was able to do all the rest of collection. It doesn't matter if I have the bandolier in my inventory or not. She only tells me something about her mother and I have no options except to exit. Therefore I cannot complete the collection in order to get the 24 slot bandolier.

Note: In the screenshot you can see the bandolier in my inventory, what the collection says, and the dialogue Efi gives me.

For anyone reading this later, I found that only the character with which you begin the quest can give the bag to Efi. I tried with an alt but same result as above. then retried with my main who does all the story and it worked.
