Elite Specs Collections Show Map Cache Unlocked w/o Map Completion

I was going through my characters to unlock the each of the basic elite spec weapons so I could begin their respective collections. However I noticed that upon spending the 30 hero points to unlock the weapons, the collection UI was showing that I unlocked the map cache even though I have not finished map completion on a single character in the desert. Additional if I unlocked the elite specs from the pvp lobby the map cache for the collection would stay locked, even if I return to Tyria. This may have to do with the recent fixes to map completion in the desert.
