Why Lightning Rod over Fresh Air?

LR also procs weakness which is a good bonus to the squishiest melee oriented builds. On the other side, on weaver, FA puts all your other attunements on cd; dual attunement is already a mess in your rotations when you need a specific skill, FA forces you to camp air more than you need to. And damage of lightning strike from LR is superior to Air swapping. Plus you can proc Air strike twice as more as standard ele due to lower gcd. And LR needs less investment in precision.
