Lunatic Inquisition Reward Issue

Is there a specific reason as to why you're not rewarded for holding top spots on the leaderboard ? Giving active players, be those villagers or lunatics, a few ToT bags won't hurt, right ? It's rather mind-boggling to know that you won't get any kind of reward for taking risks and actively interacting with enemies, collaborating with allies, using map mechanics and discovering treasures. You'll get the same reward as the guy who stood almost afk the whole round, lurking near some western corner of the map. Why ?
