    weird. got it working third time, talking to him between breaking the door down and charging in. i've done this instance 20 times, but never had this issue. you can close the bug though. i've got through my step.

    not the same as the instance bug from 2018. cannot complete the "Meet Logan at Vanguard Hospital" step. first he responds "I'm on duty", then later responds "good to see you", or "Hi".
