Hot and PoF expac question

appreciate the feed back and not being negative about it at all. I was just wondering general -
I heard the news of players getting HoT for free if they just own PoF. I just own HoT and notice that PoF and HoT are the same price. I am just wondering the reason, if any, that accounts with HoT does not get PoF for free? Thank you for your answer in advance.
