This is a fifteen minute dynamic event that counts toward achievements and you can just randomly lose participation despite rescuing citizens, defeating mechs, and healing/speeding the NPCs. I was literally the only one doing the event and rescued all the survivors myself and still lost participation twice, including right at the end meaning I didn't get event completion or any of the associated achievements
