Hyperlancer.7620

I've only used it on the Glacial tool it came with, but it seems like it doesn't proc as much as it should. I'd have to do more testing, but I'm fairly certain it's never proc'd once for me if I started gathering from a mount. If I only gather dismounted, it seems to work as advertised.
