Ty guys. My problem is solved. I guess they did a back up system with this npc in case someone couldn't get the achievment. Thank you again.

I crafted the 'Reinforced Olmakhan Bandolier' with doing 'Lasting Bonds' achievements. But it doesn't count in 'Vision of Sandswept Isles' achievement. May be it is because I crafted the item before unlocking 'vision' achievement. I also sent a ticket but it has been 10 days so I am writing here. Someone can help me and is there anyone who is experiencing with this issue, too? Thanks.
