I would argue the movement skills you listed are displacement abilities with CD's and conditional applications, while movement speed is a base stat that affects your role as a damage doer and roamer much differently. I understand on paper it looks like mes has movement options, but my take is that it plays out way different. I think most PvP mesmer mains would back me in saying that base movement speed makes a big difference.

The one change I would like to see for PvP mesmer would be the ability to trait or access movement speed outside the chrono spec. Right now Rune of the Lynx is pretty much required IMO if you are not chrono. Would love to see an option to trait for it (passive or active, say in the dueling tree) so that it may free up some build diversity.
