IMPORTANT, try again today, I don't know what Anet made but today I went to try and it was working ok right away, no tricks of windowed or dx11 -
Confirmed that -dx11 is a potential workaround, however is not a definitive fix at least for some of us that not running on great hardware, because the performance with -dx11 is much worst than usual

Adding my experience here: I'm having the same issue as everyone, but starting the game in window mode (adding -windowed from the command line) seems to make it work, but as soon as you try to maximize the window it will crash It's also being discussed here: Just FYI, I'm playing on Linux with Lutris
