Power creep have always being a thing in Guild Wars 2, sure it was not huge thing back in 2012 when most players where still learning the game but even back then there was still lots of player who focused on making a build to kill enemies fast as possible solo. Getting rid of power creep completely is something that will be imposible to do, without making players unable to solo any of enemies but this is really bad idea.

Doing story content to unlock content and features is nothing new when many of MMORPG's requires to do story content to unlock content and features. Having all content unlocked right at a start of the game is what makes a really bad game when there would be no point doing 99% of the content.

Hardware based advantage is something that you will never get rid in PC multiplayer gaming and it's have always been a thing ever since PC multiplayer gaming started. All you can is not pay attention of what hardware based advantage other players have and have fun playing the game with the hardware you currently have. Just like i do even my around 11 years old PC struggles running Guild wars 2 even at 30 fps on most settings at medium and some at settings at low in areas that have lots players near by.
