Hello there, had the same issue as you guys since the last patch ( 9 january i guess ? ).I had arcdps installed on the computer into Guild wars 2 -> Bin64 . Simply delete all concerned files ( dl39 something / dl39 arcdps ) and it should work fine. arcdps doesnt seem to work with the new patch yet. EDIT : assuming you're running arcdps or another dpsmeter. Other people had exactly the same issue, all had arcdps installed, and all stopped having the error when they deleted the files.
