Like many suggested here, a legendary relic would be the perfect answer and could be sent to all who have a complete set of leg runes.

One of the core principles of the original game was "no gear treadmill/hamster wheel." Legendary items were supposed to be forever. Taking away functionality we've earned, regardless of the form, is unacceptable - period.

This - or have full defense rewards apply only to secondary keeps, with reduced rewards for SMC and garrisons/EK (the players should be defending them for their utility alone).
