I found a workaround. In my case, the Skyscale and rift near Gorrik would not work. Using a different location within Jahai Bluffs did, however, work. I had success with the Skyscale/Rift east of Battleground Ramparts - [&BHwLAAA=]

I am experiencing the exact same issue. Successfully completed the other 27 of 28 flying lesson items for the 'Skyscale Flight' collection without issue. Multiple attempts including re-logging and using alts to collect this item have failed.
