Completed Quest Not Showing Up

I am using the web call

https://api.guildwars2.com/v2/characters/{Character Name}/quests?access_token={API TOKEN}

I find many characters are missing completed quest.

For instance having replayed ice brood saga last week, I clearly see the Story Journal in game showing complete as it should, but when I query that toon I only see 44 quest returned.

I see the portion of personal story, HoT and LS3 chapter 1 that this character has doon, but missing IBS in its entirety.

On another character I see all of the personal story but 3 more quest instead of the first chapter of PoF and the 3 chapters of LS4 that toon completed.

 

Is anyone else seeing random missing quest that should be completed from this API call?
