Why are their still 30-40% useless skills/weapon skills in the game?

For the racial skills I use them for roleplay purposes.
My asura summons a golem as he uses it to spy and record peoples convs.
My Balthazar Guardian summons his hounds (when don't need quickness from the elite shout) to reflect her loyalty.
My Sylvari Engineer used the turrets for a while.

I just like them. It's a cool fluff thing which is nice to have when just running around in the open world.
Same reason love all the odds and ends you could buy in core game.
