It's something they can at least provide further information for. I.E. - "Vendor will be unavailable for a few days. Sorry for the inconvenience," --something to let players know not to expect the function to be back until sometime later. This is basic customer service and maintenance knowledge. Instead, people are confused as heck going back and forth to the locations, waiting to see whether or not the vendor would be there.That single post about the NPCs wasn't even made until people started asking on the forums, something they could have easily done a short post on through Twitter, Reddit, or here.
