Why PvE FC daze is only a half second?

It's a primarily defensive and reactive utility. The point of the daze is to strip boons, not a free hard cc. You can traits it for more cc with slow and immobilize if you want more defiance damage.

Even PvP daze version is just better.

At least it does a decent chunk of damage in PvE instead of the effective 0 damage in PvP. Most of the FC traits are also useless in PvP due to the almost zero damage and high daze duration.

But yeah it's a lot harder to land in PvE compared to PvP, which is why most people say SB is more of a PvP spec by design.
