Internetspeed throtteling and lag

This is a very strange situation.

The moment I entered the EoD content I had serious lag spikes. Never had any problems before and my rig is more than up to the job.

What I noticed is the game is throtteling my internet speed, no joke.

 

Not running GW2 I have about 200 mbit/s

Running GW2 all of a sudden I have 4 mbit/s which probably causes the lag and HUGE input delay.

Now downloads running and the game is fully updated.

What is going on here?
