WvW: Tactic Blueprints missing a "consume all" option + manual clicking timegated

The blueprints for objective tactics in WvW can not be spammed by hand to add them to your guilds storage. Every time this message pops open:

Good luck having stacks of skirmish chests lying around and wanting to chose the tactics to add to your storage.

It seems like this error message plus the timegate is rather for activation of said tactics, not for storing the tactic.
