Defeating the keepers/Hidden Garden event

I'm a newer player, I am trying to get to the Hidden Garden puzzle for the Skyscale, I have been waiting around Mount Maelstrom for a few hours done the events that showed up, and the defeat the keepers event hasn't appeared. Am I doing something wrong? I am quite lost about how to get this task done.
