Well technically PvE masteries have historically had no effect on PvP/WvW.

But to my understanding expansions *are* necessary to open up especs for PvP.

On the one hand we have confirmation that you need to buy expacs to use Revenant in SotO. And on the other hand you don't need any of the expansions to use especs' weapons with SotO's mastery.

This is a really weird grey area. SotO is generating a lot of those. I guess the more chaos and lack of clear standards they generate, the easier it will be to create weird inequities that force players into buying things for cross-content benefits.

Weapons are no longer tied to elite specs.  So you should be able to use them in pvp.
