ground target bug?

My ground target is bugged where it is in a fixed position when I try to use it and I cannot move it.  It is not snapped to target and that option is not selected.  It does not go where the mouse cursor is even.  When I try to use any ground target skill it just is in a random fixed place on the ground, it spins around me if I spin the camera around but I cannot move it otherwise.  I would think it was just a random single glitch but my husband experienced the same issue yesterday on his reaper.  These happened in the Skywatch Archipelago map.  Edited to add: the issue continued even after going to character select and back and going to the mistlock sanctuary.  I restarted the game and logged into a different character and then it was fixed

Can confirm that have just experienced this same issue on my Reaper today. Happened even when logging out and back in with same character. Fixed in the same way by closing game completely and then logging back in with a different character and back to Reaper.

This has now happened to me 3 times, twice in skywatch and just today again in bloodtide coast while rift hunting.  I have submitted an in-game bug report as well as a ticket with video attached.

It happens to me after using skyskale fireball. Can fix it without logging out, just toggle the action cam couple times.
