How do I get enemy health bars to show in pvp

Can someone instruct me on how I can get enemy health bars to show like the below screenshot in PVP? I have tried enabling all the health bar options in General Options but I still can't see player health bars UNLESS I mouse over them.. Not sure what I am doing wrong..

I don't think that is actually a thing in this game. It looks like some sort of 3rd-party UI thing. I think it's omitted to minimize screen clutter? I guess the option would be nice if you want more stuff on your screen.

I only found a post that says that this only works in the spectator mode. So where did you find this picture, because of the PoV and the team-colors i guess that might be it?

So guess that's the answer, I don't know about any option for enemies, it just seems to work in spectator mode as both teams are counted as allies.
