Skyhammer achievements Cannoneer and Victory in the Clouds

The text for both achievements says that they only apply to rated matches. But I have a higher number for Cannoneer than I do for Victory in the Clouds. Given that Cannoneer has two criteria:

1. the match must be won in rated Skyhammer
2. the Skyhammer must be activated by your team

but Victory in the Clouds only requires

1. the match must be won in rated Skyhammer

how can I have a higher count in Cannoneer than I do in Victory in the Clouds? The difference is 9 matches.
