Minor bug with mounts and elite spec weapons

If you change to an elite spec while mounted (or from elite spec to another elite spec), when you dismount you cannot equip that spec's proficency unique weapon.

Easy bug to reproduce, and it seems to be 100% reproducible: Simply change to an elite spec while mounted. You will not be able to equip that spec's weapon after you dismount.

: I swap to Deadeye while mounted. I dismount and am completely unable to equip a rifle, despite the 'equip' tooltip showing up. It's broken in both the hero panel and from the inventory right click equip.

Have reproduced this bug with thief and elementalist multiple times. It's pretty minor, but I do like to adjust my build and sometimes even specialization on the fly, and it's kind of annoying.

Have tested to see if it breaks any traits in that specialization: The minor and major traits I tested with still function, so it just seems to be weapon proficiency. Other weapon swaps function normally. Swapping traits again (while dismounted) fixes it.
