For test purposes, I used the specialization: Soul Reaping -> Vital Persistence to switch +180 Vitality on/off.While it was clearly visible how vitality changed, neither the 3% healing power nor the 5% precision nor the 7% power changed at all.Tested in wvw and pve. Very compelling. I hate it when there would be any intransparent mechanics. The best guess at the moment is that the rune is broken, or has never worked.
