Sand Savant

@arenaNet Devs. i would loooove to play scourge with more depth than just putting down one massive shade and faceroll ftw. sand savant takes away the shade management aspect from scourge, its not fun to play, and its not fun to play against. take away the cooldown reduction from savant and give it to regular shades, they need it. and tone down the stat increase from sand savant counting for all 3 shades (Conc, Expert, etc). Sand savant literally takes what could be a fun design idea and makes it completely brainless and not fun.
