Focus 4 still bugged after patch

There are 2 bugs in particular that I know of. The first bug causes focus 4 to pulse only once if the player uses a skill immediately after casting it(AA seems to work fine though).

The second bug occurs when the player is moving and turns past the 180? degree line of sight to their opponent while casting the skill. This bug is similar to the first in that it will cause the skill to only pulse once, but at the same time will put the skill on only a 3 second cooldown when it should be put on a full cooldown. And while we are here may I suggest that this skill be changed to allow players to cast it on targets behind us similar to how scepter 3 works? The current iteration is very clunky because you can only cast it on targets directly in front of you and standing still while casting it on a target behind you won't rotate your character around but instead give a line of sight error where as similar skills like true shot will at least attempt to rotate your character before casting.

Note these bugs are present after the 7/11/2018 hotfix.
