Will future BLC exclusive items be added to the BL Exclusives Chest?

I had assumed that the Black Lion Exclusives Chest would hold all exclusives previously in the Black Lion Chests, but the Golden Zephyr Wings have not been added to the Exclusives Chest.

So my main question; Will the Golden Zephyr Wings be added to the Exclusives Chest in the near future or is the current list final forever and some items remain permanently locked behind RNG (or completely unobtainable after they're rotated out of the chests)?

I would understand this system with weapon skins; most are available for purchase from other players via the Trading Post, but items like the Golden Zephyr Wings are untradeable.
