[Mantra of Solace] charges do not always proc [Smite Condition] from Valor trait [Smiter's Boon]

The Firebrand's [Mantra of Solace] is listed as a [Healing Skill] in the wiki, yet when you activate the second and third (final) charge it does not proc [Lesser Smite Condition] from the Valor trait [Smiter's Boon].

Reproduction:Activate [Mantra of Solace]

• The first charge of [Restoring Reprieve] DOES activates the [Lesser Smite Condition].
• The second charge of [Restoring Reprieve]DOES NOT activate the [Lesser Smite Condition].
• The final charge of [Rejuvenating Respite] DOES NOT activate the [Lesser Smite Condition].

Expected:

• A "ring of healing fire" emanating from your toon
• A [smite Condition] entry in the combat log

Actual:

• NO "ring of healing fire" emanating from your toon
• NO [smite Condition] entry in the combat log
