During DRM CM - can't use EMP skill from UL Waystation

What is this Rally thingy that make it impossible to use EMP from UL Waystation that I set up in DRM CM during boss fights? It is really annoying to waste War supply on this just discover it is blocked by this "new" skill. Are this from someone in PUG that talk with any of those supporting NPCs that suddenly make all of those United Legion Waystation getting blocked?

After some digging it looks that someone thought it was clever to use a Faction (Support from the red flag NPC) which instead caused low CC in PUG. This blocks usage of EMP from ULW or any usage of Special Ability Key that isn't from Faction.
