Is it possible to split Confusion and Torment entirely between pvp/wvw and pve?

Like i know this change was made to make them better in pve but honestly they should if possible be completely split in functionality between the player vs player mods and pve. At least imo that way u can balance them better and just bring back the flavour these condis had instead of them being a slightly better dots.
