Downstated characters contesting capture points

Since we are having discussions on downstates in this sub lately... I wanted to ask why downstated characters are able to contest points in sPvP when laying on their backs?Characters like holosmith and guardians who can knock back downstated players have a slight advantage because of this by not having to stomp the downed players on a point by simple punting them away.IMO this effects the state of Spvp more than anything and if any change it going to be made to downstate (which I love btw), it should be that they don't contest capture points.

Thoughts?

Just finish them so you can take the point. If you can't finish them then the fight isn't over so they should be able to contest the point.
