There are two reasons you might be having trouble building up Kalla's Fervor.

1. You aren't hitting anything for some reason.
2. You don't have the Renegade trait line equipped.

Even with minstrel stats (no precision), I've had no difficulty building up Kalla's Fervor and maintaining it.

I really don't know how you play Renegade but https://wiki.guildwars2.com/wiki/Ambush_Commander, unless you stay still like a dummy and faceroll anything from the front then you should not have any problem with Kalla's Fervor.

But even faceroll anything there really is no problem building up Kalla's Fervor at all due to

He is talking about being able to stack Kalla's Ferver without being in combat for pre pull 25 might stacks like druid can already do with grace of the land.

if you ask hard enough. they will slap a bandaid on it. they just have a limit supply of bandaids as to why most buffs still only effect 5 people. might aswell give everyone a skill that gives out 25might out of combat. then give everyone perma 25stacks of might
