[PvE] Small improvements to make base engineer better

I was messing around with base engineer builds a while ago and noticed there are small changes that can make it significantly better without going too ham on revamping everything, here are a few examples:

  • Swap Poison and Flash grenade slots in Grenade kit: poison grenade would go from 25 seconds CD to 10.
  • Swap Orbital Strike and Gunk Field in mortar kit, easiest win/win: you get to control Gunk deployment without having to arbitrarily follow an invisible cooldown and if you spec Streamlined Kits you get to use orbital without the gigantic windup it has, it would actually see more use. You'd generate the Orbital blast where you stand.
  • A very obvious one for Flamethrower Kit: reduce the cooldown on its toolbelt, it's closer to being an elite skill cooldown.
  • Another highly requested one for Flamethrower Kit: make the FT2 work like scepter's Phoenix on ele. That way you don't have to unnecessarily press it more than you should and still get to control its path and where it explodes.

There are more things like making PPD not be on the same tier Thermal Vision is or make Thermal affect condition damage too but those I guess are more work.

eh just slap tool belt orbital strike with a 50% buff on power scaling and call it a daymake FT's 5 skill be a pulsing aoe field on the player for 3sreplace flash grenade with incendiary,Torment,Confusion or something else that actually benefitted from stacking, 3 blind grenades will still only give 1 stack of blind its dumb, not only is blind weak for grenade's application but its power damage is 1/3 of regular nade so its useless from both a condition perspective and useless from a damage perspective
