Ending LFG Guild Advertising Exploits - Cut Down Character Limit

There is one guild in the US server that has been constantly running a guild advertisement on the LFG panel, mildly inconveniencing other players that actually want to look for a fractal group. From what I could find, this practice is against Anet's LFG tool policy, as clarified by Anet's Gaile Gray.6029 on June 28, 2017 (edited November 2, 2017), that this one guild violates daily:

Yes, 1) Anet is always very swift in their actions against violations (love you guys), and 2) it's just one guild doing it, but the problem is 1) they just keep coming back to do the same, and 2) imagine dozens of other thoughtless guilds doing the same; After all, if one exception can be made for this guild, why not for others?

The solution is simple: significantly lower the character limit, since people who use the tool properly never have use for this much space. I think half the current limit would be more than reasonable.

As for the issue, is it a fractal guild? If so that seems like it is part of the formation of a group. Which is allowed.
