Fifth tab on the Heroic Notary vendor.(Make sure you visit with a character with Provisions Mastery maxed out; it's the last tier that enables the purchase of the rune.)(I try to use a throw-away character for that, to avoid "wasting" points, as I don't usually need them for anything on my main WvW characters.)
