Fragmentation shot suggestion (AoE bleeding)

Years ago, when the trait coated bullets was still around that made pistol shots pierce, it made sense for me that they didn't allow fragmentation shot to apply it's bleeding in an AoE, since that would stack bleeding to insane amounts if you fire into a group.

But that trait is gone for 5 years already, can we please let fragmentation shot apply it's bleeding in the AoE?The current AoE, which is just applying the power damage of the weapon, makes no sense, since pistol's power coefficients are so low that it becomes meaningless.

Or at least treat Fragmentation Shot like an Explosion. That way it would trigger with Shrapnel and give us a 33 % chance per target to trigger bleeding. That should be low enough to avoid an imbalance.
