Approached Canach, wait for dialogue, Go to Rytlock, wait for dialogue, Go to Kas, wait for dialogue And only once they are done talking, do you interact with the light/bell structure. Then head over to the wedge that has its face toward you leaning against the side of the structure. Was able to progress to completion from here.Happens a lot in instances when events don't trigger due to u running ahead or via unplanned paths
