Move into the water between the posts then talk to her. The game tries to summon a skimmer but the npc is too close to the post. That may be why the window closes. I was having the same problem earlier today but was able to complete the achievement by doing that. For those reading this post it is for the Finding Sibaha achievement. Once complete the Skimmer can swim underwater.

UPDATE: Some of what is happening here is my effective level is changing as I move through the zone. This explains difference in Iron Marches north (lvl 60) and south (lvl 52). I was mining platinum in Iron Marches for an hour and as I walked around the zone my life force varied. I didn’t use reaper shroud once. The wiki says life force is stored permanently. Iron Marches North half about 8250 bar full South Half about 7250 bar full 7225 not full bar, after killing a vet mob and getting on my mount. 7219 not full bar, after getting on mount again. Bloodtide Coast 8216 bar full, before Triple Trouble 6850 bar full, after Triple Trouble Back to Iron Marches South Half 7231 bar full Blazeridge Steppes 6850 bar full

Please bring back Infinite Volatile Magic Gathering Tools. Anet updated some of the old gathering tools to include a three containers that have a choice of glyphs.
