Thanks Schipmunk.2158 for help. I did exactly that in Queensdale and it worked.

Have killed more than 100 with my scepter but only 26/100 so far. Not sure if it is bugged or I am doing something wrong

I can confirm. She is on the middle of three hills North-East of the hatchery - If you see map, look for "Seafarer's Enclave" and the hill is just south of "E" in the enclave. This was on 23-Sep-2023.
