In Secrets of the Obscure Story "9. The World Spire", I get stuck at "Confront and cleanse Isgarren." The point of getting stuck is when Dagda tells me to get behind her, and Isgarren is replaced by the Kryptis Eye floating in the platform's center. After that, there is no more progression possible. I am constantly sucked into the center of the platform. There is no boss for me to attack either.

I did the boss while wielding the legendary weapon and not the ascended weapon with legendary weapon skin, and I got the achievement. It was my error after all.

Ok I think I figured out the problem, I was not wielding the legendary weapon, I was wielding an ascended weapon with the legendary weapon skin. I will try wielding the actual legendary when defeating the boss and report back here.

I submitted an in-game bug report today. I hope the bug is solved soon by the GW2 Development Team.

Yes I seem to be having this lag problem too, it sucks to lag out while fighting someone else in WvW!
