SOLVED, it was 18 i was missing, i must have picked 14 up before i started actually going for them omg... sorry for the post!

I'm at the correct location for scale #14, but it's not there for me. I even saw someone else pick it up, but there is no intractable object for me. I've tried restarting game, restarting computer, and coming on an alt. I'm on the character that has finished all the story quests and have had no problem collecting other scales. Externally frustrated, this is the last scale I need and I know there are so many other things i still need to do.
