"Every license guarantees the successful adoption of a unique breed, so it’s easy to make room in your heart for all of them." My take on this statement from ArenaNet is you won't get duplicates. You won't get any duplicates, but you may get skins for a mount don't even own which is even worse!! Both the Jackal and Griffon are not needed to complete PoF yet you may unlock one of those skins and not even be able to use it. Think about that as well.
