I crafted an Azure Dragon Slayer Scepter, took it into a Dragon Response mission, activated it and used it on the stunned champion. The special hot key disappeared, but the weapon didn't upgrade. I'm pretty sure it's a new bug as I've successfully upgraded a weapon before. It may be related to the fact that I was playing a Virtuoso because it's an EoD specialisation.

I agree with the idea of moving weapons to armour types that can't currently use them. Light armour classes using bows, mace or hammer or heavy armour using pistol are the examples that come to mind. An elementalist with a hammer could work thematically and give a bit of love to a weapon that is not seen a lot.
