Nevermind, it is not enough to unlock the skin, you have to actually equip it. So it works.

I unlocked the skin of Lucky Great Rooster Lantern (Exotic) and didn't get the achievement, so it seems to be bugged, unless you need it to be the dog backpack (although the achievement says Lucky Great ITEM so it should be any of those).
