I have had a very bad player experience in gw2 8/29. My game crashed 10 times during that day and I think it has something to do with the Tuesday patch. All of my discord team speak and other stuff is working fine. I would also get kicked to character section screen which I don't normally get kicked to unless gw2 is acting up.

No. Only players who set that guild as their WvW guild will count towards that guilds WvW population. Does this mean that an inactive player can log in and set their guild as their wvw guild for x alliance and count for their population?
