Our raids start mostly at daily resets. Fractals can happen at any time, and we have not officially created statics for those at the moment.

I've been stuck on this quest for weeks. It blacks out right when I defeat Kralk in the instance. I have waited 20m+ but it stays black. I've tried multiple times but it always goes black. I can't get started on the skyscale or progress at all.

Fractals can be run at any time of the day when there are people available, although the guild is most active at and around reset so you are more likely to find a group then. Raids are usually started at daily reset or a bit after.
